European Union foreign ministers will talk next week about a plan for the EU to lead the training of 3,000 Palestinian police officers, with the goal of later sending them to Gaza, according to a document seen by Reuters on Friday.

The document, prepared by the EU’s diplomatic team before the ministers meet on November 20, lists ways to help carry out a 20-point plan for Gaza suggested by US President Donald Trump. Israel and Hamas agreed in October to the first part of the plan, but it is still unclear if the rest will happen.

The document from the European External Action Service suggests expanding the EU’s two civilian missions in the area, which help with border control and support reforms in the Palestinian Authority’s police and justice systems.
