PHOENIX — A proposed policy dictating how Phoenix police officers should interact with individuals experiencing homelessness would specifically restrict an officer from discarding a person's personal property.

Last summer, the U.S. Department of Justice released a scathing report criticizing the police department's interactions with Phoenix's homeless population. The findings of that DOJ report were later retracted by the agency under the Trump administration.
