LOUISVILLE, Ky. — The Louisville Metro Council has passed an ordinance with new regulations for massage parlors in the city.
The ordinance passed after hours of debate and requires facilities to get a city-issued business license and to enforce background checks for owners.
It also would mandate that the businesses close between the hours of 10 p.m. and 7 a.m. and keep detailed client records for inspection by the city and police.
Sponsors said the ordinance will address human trafficking concerns that could be taking place in those businesses.
