People in Atlantic Highlands are anxiously preparing for the return of Ruperto Vicens Marquez, the beloved co-owner of Emilio’s Kitchen who has been held in Delaney Hall in Newark since Oct. 19 after ICE agents picked him up on his way to work.
An immigration judge on Thursday ordered Vicens Marquez be released on $7,000 bond. The judge’s decision started a 24-hour window for the U.S. Department of Homeland Security to appeal - while the community that rallied behind the restauranteur planned a homecoming celebration in Atlantic Highlands.
As of Friday evening, there had been no notice of appeal. But it appeared that Vicens Marquez would remain locked up at Delaney Hall at least until Monday.
Kerri Kennedy, a borough resident who organized two rallies on behalf of Vicens Marquez, said
