Let's start with the $500 million fund that was created to basically try to fill the gap when maybe federal money gets cut on certain programs, whether it's heating assistance, whether it's SNAP benefits. Some of your colleagues were concerned. They said, "Look, this is a slush fund. Democrats are just going to be able to use this money any way they want." Are there any parameters on it?
