PORTLAND, Ore. — The federal government asked a U.S. appeals court Sunday to overturn a federal judge's order blocking National Guard deployment to an immigration facility, arguing the president had authority to act amid what officials described as months of violence and threats that overwhelmed regular federal forces.

The Justice Department filed an emergency motion with the 9th U.S. Circuit Court of Appeals seeking to reverse U.S. District Judge Karin Immergut's Nov. 7 ruling that found President Donald Trump exceeded his authority when he federalized Oregon National Guard members, according to court documents obtained by KGW.
