Russia’s financial watchdog has added former Prime Minister Mikhail Kasyanov and economist Sergei Guriev to its official list of “extremists and terrorists," in a move widely seen as part of a crackdown on exiled critics of the Kremlin.

The list, maintained by Rosfinmonitoring, now includes 19,131 individuals and 823 organisations. It is used by the authorities to publicly identify people and groups considered engaged in activities against the state.

Those on the list can have their bank accounts frozen, as the watchdog is responsible for combating money laundering and terrorist financing.

Kasyanov, who served as prime minister during Vladimir Putin’s first term from 2000 to 2004, went into opposition after being dismissed in February 2004. He has been highly critical of Putin in recent
