To reach tier 3 in Anno 117: Pax Romana, you must fulfill residential needs. Whereas moving from tier 1 to tier 2 was fairly straightforward, unlocking tier 3 is far more complex. Not only do the production lines become increasingly entangled (gone are the days of using fishing huts as the sole food source), but settling on a second island is necessary to find the required resources.
