ALBANY, N.Y. — New York Governor Kathy Hochul announced new protections and resources for New Yorkers facing higher home-heating costs after federal funding for the Home Energy Assistance Program was halted during the shutdown. She urged lawmakers in Washington to restore the delayed assistance as cold weather approaches.
