Canada’s immigration system is doing a good job of attracting talent, but not keeping it: One in five immigrants are leaving Canada within 25 years of landing, according to a new report Tuesday.
Highly educated immigrants are leaving faster than those with lower education levels, said the report from the Institute for Canadian Citizenship and the Conference Board of Canada titled “The Leaky Bucket 2025,” drawing on 40 years of data. Those with doctorates are more than twice as likely to leave as those with a secondary education or less.
