HARPERS FERRY – A new bill set to be introduced by Rep. Riley Moore (R-WV) aims to enable a land swap between the National Park Service (NPS) and U.S. Customs and Border Protection (CBP), aiming to expand the Advanced Training Center (ATC) in Harpers Ferry.
The bill would transfer 25 acres of NPS land to CBP in exchange for 72 acres of CBP property. According to Moore’s office, the plot of park land is “currently unusable,” and resolving the land barrier would clear what he called “the final barrier” to scaling up the training facility.
