MANCHESTER, N.H. —

Republicans are expressing outrage in response to a video posted by Democratic members of Congress that features U.S. Rep. Maggie Goodlander, D-New Hampshire, which encourages troops to refuse illegal orders.

The video shows veterans who are serving in Congress and the U.S. Senate telling active-duty military to refuse orders that are against the law. The video does not go into specifics about which orders might be illegal.

Goodlander said the message in the video is about defending the U.S. Constitution.

"We're living in a moment when our service members need to know that members of Congress have their back," she said.
