The inspection of the acute psychiatric unit in Ennis Regional Hospital in Clare found the privacy and dignity of patients was not appropriately respected at all times.
“The single bedrooms did not have a locking mechanism on the inside of the doors with an over-ride function," the report from the Mental Health Commission said.
“The environment of the High Dependency Unit (HDU) was run down and bare in appearance and was not conducive to residents’ dignity.
“Bedroom walls were marked and dirty, bedrooms were minimally furnished, blinds were broken or missing in two bedrooms, and there was widespread growth of weeds in the outdoor area.
