Nicola Sturgeon's SNP Government failed to carry out its own planning for the Covid-19 virus, which saw more than 10,000 people die in Scotland.
The official covid inquiry report also found that the former First Minister's claim that the virus could be eliminated was "inappropriate" and "destined to fail".
However, Sturgeon was praised as a "serious and diligent" leader who "took responsibility" for her decisions, reports the Daily Record .
The findings were released in the latest inquiry report by Baroness Hallett into the deadly pandemic that began in 2020 and led to lockdowns across the world.
Many of the criticisms relate to all four of the UK's governments, but the devolved administrations were also singled out.
