In the Declaration of Independence, Thomas Jefferson spelled out a “Bill of Particulars.” It was a list of specific grievances against King George III. The list functioned like an indictment: a point‑by‑point catalogue of abuses meant to prove that the King had violated the colonists’ rights and the social contract, thereby justifying the grounds for revolution.
