The Congress on Sunday accused the Centre of mounting a “debilitating assault on Federalism” by moving to amend Article 240 of the Constitution, alleging that the step undermines the rights of both Haryana and Punjab over Chandigarh under the Punjab Reorganisation Act, 1966.
