A man who demanded cash from a teller at a Manchester Township bank was arrested hours later at a nearby hotel, Northern York County Regional Police announced on Monday, Nov. 24.

Shannon Eric Steckbeck, 59, of Harrisburg, walked into the First National Bank at 55 Arsenal Road on Friday, Nov. 21, at 10:06 a.m., according to the release. Bank employees told officers the man first asked for something to write on, but became flustered when another customer entered. He left the bank, returned minutes later, and approached a teller asking if she could “do him a favor.”

Steckbeck then instructed her to give him “everything in the drawers” and warned her not to activate the panic alarm, police said. He suggested he had a weapon, though none was shown. He fled toward North George Street with an undisclosed amount of cash and got into a nearby vehicle before driving north.

Officers identified Steckbeck within hours. He was believed to be operating a black Volkswagen sedan registered in Pennsylvania. Early the next morning, officers found the vehicle parked outside the Inn of York on Arsenal Road. Steckbeck wasn’t inside the hotel. A continued search led police to the Days Inn at 334 Arsenal Road, where he was taken into custody without incident on Saturday, Nov. 22, 2025, the department said.

Steckbeck was transported to Central Booking for arraignment on felony robbery, misdemeanor theft by unlawful taking, and misdemeanor receiving stolen property. He is being held at York County Prison on $50,000 bail, according to court records.

Steckbeck’s Prior Bank Robbery Convictions

Court records show Steckbeck has a lengthy history of robbing banks in York and Lancaster counties.

He previously pleaded guilty in York County Court in 2017 after threatening to have a bomb while robbing a Springettsbury Township bank. He was sentenced to three to nine years in state prison.

He was also convicted in a separate York County case after robbing the Citizens Bank on the 2900 block of East Market Street on Jan. 25. Investigators said he walked into the bank around 12:30 p.m., told the teller he had a bomb, and fled. A warrant was issued, and Steckbeck—then 50—was later arrested in Lancaster County before being turned over to Springettsbury Township Police and transported to Central Booking.

Lancaster County prosecutors secured another conviction that same year after Steckbeck robbed Union Community Bank in West Hempfield Township during an incident where a Good Samaritan unknowingly drove him to multiple stops, including the bank. He was sentenced to three years and six months to seven years.
