WINTHROP, Mass. —

Dozens of Winthrop, Massachusetts, residents have complained that they were incorrectly charged on their water bills, resulting in statements of thousands, and in some situations, tens of thousands of dollars.

One of those residents is Amy DeBartolo, who said she has been trying to make sense of her water bill, which claims she owes over $3,000 in back charges.

DeBartolo said the town hasn't helped much.

"I'll call and say — 'I still have this bill' — and I'll get told they'll get back to me, and then they don't get back to me, and then I get my next bill, and there'll be interest tacked onto the $3,000 and I'll call again and get the same story," DeBartolo said.
