North Carolina Gov. Josh Stein sent a letter Nov. 21 to Department of Homeland Security Secretary Kristi Noem to “express alarm” over the tactics and conduct of U.S. Customs and Border Patrol agents during their immigration enforcement operation in the state.

The letter claims federal agents have “recklessly” jeopardized public safety and created havoc during arrests and raids, which have occurred mostly in Charlotte and the Triangle . The operation, dubbed “Charlotte’s Web,” began Nov. 15.

“We have seen reports of American citizens having their car windows broken, enforcement actions taking place within the vicinity of school drop-offs, and people being racially profiled by federal agents,” Stein wrote in the letter .
