Cornwall’s CAO Tim Mills spoke to council on Monday about how the city is experiencing a perfect storm of aging infrastructure, rising costs, and revenue constraints.
“The status quo for the municipality is not financially sustainability,” said Mills, forecasting that council will need to make clear decisions on which projects to prioritize during impending 2026 budget discussions.

Mills’ comments followed a presentation from KPMG’s Bruce Peever who discussed the city’s 2025 long-term financial plan .
