Inmates charged after conspiring to distribute drugs in prison: Deputies

Two inmates have been charged and an arrest has been made after an outsider dropped a package inside the Norfolk City Jail containing a large amount of cocaine and suboxone, according to the Norfolk Sheriff's Office.
