At first blush, it might seem ludicrous to think rich and powerful San Francisco and Silicon Valley tech figures and companies would pay much attention to a New York state assemblymember whose signature bill has sat on his governor’s desk unsigned for five months.

But a super PAC formed earlier this year is doing just that.
