NISSWA — Merrifield resident Troy Scheffler filed a civil lawsuit in Crow Wing County District Court against the city of Nisswa and Mayor Jennifer Carnahan.

The suit was filed Nov. 11. In its answer to the complaint filed by the city's labor attorney, Kennedy & Graven in Minneapolis, the city and Carnahan deny Scheffler's allegations and requests.

Specifically, Scheffler cites three violations:

Violation of the First Amendment against Carnahan in her capacity as mayor for preventing him from speaking at public meetings.

Violation of the Minnesota Government Data Practices Act against the city for failing to provide requested data.

Violation of the Data Practices Act against the city for failing to maintain current data practices information to make requests.
