Massachusetts Gov. Maura Healey has signed a $2.31 billion, year-end spending bill that settles the books at MassHealth and steers funding to former Steward Health Care hospitals, as well as the program that covers some care costs for uninsured and underinsured patients.

The majority-Democrat Legislature shipped the 104-page, 200-section spending package to Healey’s desk last week, the last day of scheduled formal sessions for the year.

The fiscal blueprint imposes a moratorium on hospitals, and Healey took “executive action” to extend the measure through Jan. 26, 2026, the governor’s office said.
