Mayor Kevin Davis had the authority to appoint Coun. Rose Sicoli deputy mayor of external relations, a legal opinion provided to Brantford city council says.
The opinion, which has been shared with the mayor and councillors, concluded that the mayor’s appointment “fits within the authority of the mayor as head of council.”
It also concludes the appointment doesn’t conflict with various sections of the municipal act or a city bylaw which established the city’s practice of having a “mayor of the month.”
Under the mayor of the month bylaw, city councillors, among other duties, represent the mayor at various local events and functions.
