RACHEL Reeves’s Budget was effectively leaked before she set out her tax and spending plans to the Commons .

Tax as a share of GDP is expected to rise to a “historic high”, according to the Office for Budget Responsibility (OBR), the spending watchdog responsible for the unprecedented leak.

Reeves set out a so-called smorgasbord of tax rises, including controversial measures to raid salary sacrifice schemes to take more cash from people’s incomes and companies.

Public spending will rise to 45% of GDP next year before slumping to 43.9% by 2030, this is expected to coincide with a reduction in borrowing.

Due to new measures, borrowing will fall by a further £3.4 billion in addition to measures already announced since last October, which cut the figure by £9.7bn.
