DOVER — Richard Hebbard , who was charged with reckless conduct for driving at a jogger on Spruce Lane where he resides, and now faces a second indictment alleging similar behavior, was granted bail and released on home confinement Nov. 26.
Hebbard was previously denied bail by Judge James Reis on Oct. 8 and Judge Sawako Gardner on Sept. 30, with both judges placing Hebbard in preventive detention after hearing arguments he was a danger to the public.
