OTTAWA — Prominent climate activist and Liberal cabinet minister Steven Guilbeault has had “candid” conversations with Prime Minister Mark Carney since Tuesday, when he first saw the draft of an impending deal to set conditions for federal support of a new Alberta oil pipeline, according to a senior government source.
The source, who spoke on condition of anonymity, described the conversations with Carney and his office as intense, but open and collaborative. They added that Guilbeault — who, as environment minister under Justin Trudeau, oversaw creation of several national climate measures now in question as the government works on a new “competitiveness strategy” — was “definitely surprised” to be excluded from deliberations on the agreement before he saw a working copy of it on Tuesday
