On Thursday, Mark Carney heads to what is normally hostile territory for a Liberal; he’ll be addressing the Calgary Chamber of Commerce. The relationship between the Liberals and Calgary’s business community, dominated by oil and gas, has been rocky for decades going back to at least Pierre Trudeau’s decision to establish Petro-Canada and the National Energy Program.
