St. Paul Mayor Melvin Carter joined Chicago Mayor Brandon Johnson this month in a federal lawsuit over millions of dollars in police hiring grants that could be withheld by the U.S. Department of Justice’s Office of Community Oriented Policing Services, otherwise known as the COPS program. To access COPS money, the DOJ has insisted that cities certify they do not operate diversity, equity and inclusion programs and they will cooperate with federal immigration enforcement.

That isn’t St. Paul’s only legal battle with the White House.
