SCHENECTADY — Schenectady’s , marking the second time in three years that the city missed its Nov. 1 budget deadline, with the city again approaching the new year without a spending plan in place.

The city council after the August resignation of former council member Joseph Mancini. If the current six-person council doesn’t fill the seat in December, a new council will get the chance to select Mancini’s replacement, with City Council President Marion Porterfield and Councilman Damonni Farley set to leave the council at the end of the year, after political newcomers Kim Wiggins and Hayden Engert claimed the incumbents’ seats in the Nov. 4 election.
