Prime Minister Mark Carney and Alberta Premier Danielle Smith signed a deal they hope will lead to a new export pipeline for oil, but it comes amid renewed skepticism that industry will come forward to build it.

Still, executives and industry groups welcomed the milestone, which marked a significant turn from a historically hostile relationship between Alberta and Ottawa.

“This is what happens when governments choose growth over gridlock,” Avik Dey, the chief executive at Capital Power Corp., told a Calgary crowd.
