The Lower Township Police Department on Tuesday will commemorate the 31st anniversary of the death of Officer David C. Douglass Sr., who was killed Feb. 18, 1994.

Paving will begin Monday on Fishing Creek Road in Lower Township and is expected to be completed by the end of December, Cape May County officials said.
