DWI: Ishmael R. Phillips, 33, of Middletown, was arrested by state police at Gardiner at 2:38 a.m. Thursday, Nov. 27, and charged with driving with a blood alcohol level at or exceeding 0.08% and driving while intoxicated, both misdemeanors. Phillips was released to a third party.
