City Council Chambers, City Hall. 100 N. Martin Luther King Jr. Ave, Waukegan.

Mayor; Samuel D. Cunningham, Jr, City Clerk; Janet E. Kilkelly, and Corporation Counsel; Sam Tornatore, was present.

City Treasurer; Dr. John R. Schwab was absent.
