Environment minister won’t say whether new pipeline would increase or decrease emissions

Environment and Climate Change Minister Julie Dabrusin would not state her position on an oil pipeline, nor give a straight answer on whether said pipeline would increase or decrease Canada's planet-warming greenhouse gas emissions.
