OTTAWA — Prime Minister Mark Carney retooled his federal cabinet Monday with an eye on trying to shore up his Quebec flank after losing a key minister who resigned in protest over Carney’s controversial Alberta energy deal.
To replace Steven Guilbeault — the environmental activist once recruited as a star Liberal candidate in Quebec — Carney split Guilbeault’s various ministerial roles and responsibilities into three, and gave two of the bigger jobs to two other Quebecers.
But he did not undertake a bigger shuffle that many political observers believe is still in the works to deal with those the prime minister views as underperformers.
