A coalition of groups, including lawyers, Indigenous leaders and human rights activists, says it intends to ask the United Nations to investigate the Legault government’s proposed Quebec constitution, arguing that it infringes on fundamental rights.

Bill 1 — the Quebec Constitution Act, 2025 — was introduced last month by Justice Minister Simon Jolin-Barrette and will be the subject of National Assembly hearings beginning this week.

It has been heavily criticized by opposition parties, constitutional lawyers , Quebec’s lawyers’ order, academics and universities .
