OBX mourns the passing of Kill Devil Hills Commissioner Terry Gray
The Outer Banks is mourning the passing of Terry Gray, a Kill Devil Hills Commissioner and devoted local official who passed away on Nov. 27.
A 1974 graduate of Manteo High School, Terry attended Wayne Community College and dedicated his life to public service. He served as Kill Devil Hills Commissioner (1991–1993, 2017–2025) and Mayor (1993–1995), receiving the Dare County Citizens’ Award for his service. He also served on numerous boards, including the NC League of Municipalities, Nags Head Business Association, Dare County Tourism Board, and the Town of Kill Devil Hills Planning Board. He was unopposed in his re-election bid to the Kill Devil Hills Board of Commissioners earlier this month.
