Woman killed in Oildale trailer park fire was strangled with rope: docs

In the early morning of Aug. 8, a neighbor saw Roxana Jo Kelley, 62, greeting a man and woman at her front door at the Superior Mobile Home Park on State Road before appearing to let them in.
