Antwerp, N.Y. — Two town justices in Jefferson County have been publicly disciplined by the State Commission on Judicial Conduct for racist comments and mishandling an eviction case.

One Antwerp town justice made comments about Mexicans and the other town judge talked about Mexicans flowing over the border and getting placed in hotels, according to commission documents.

The commission, in an order released Wednesday but dated Nov. 19, censured Donald F. Hull, a 46-year veteran of the bench, and admonished his co-judge, Lucas J. Whitmore, for their conduct during an Oct. 2022 summary eviction proceeding involving unrepresented tenants.
