WASHINGTON — We met up with Phillip Brown and his attorneys in Maryland, as he prepares to fix the damage left behind on his SUV from an incident that he says has left a lasting emotional impact.
"I don't even want to go outside because it doesn't feel like I am being protected," the 33-year-old father of three young girls told WUSA9.
Brown says that feeling starting on Oct. 17, when officers from the Metropolitan Police Department (MPD) and agents from five different federal agencies stopped him on Benning Road Northeast for his car's dark window tint and a missing front tag.
The officers say that Brown tried to flee from the scene and that he drove toward them.
"Stop shooting, stop shooting, because, I was, I was terrified," Brown says he told the officers.
