A 25-year-old Pakistani immigrant, Luqmaan Khan, was arrested at the University of Delaware after police discovered a significant cache of weapons and a manifesto detailing plans for a mass shooting on campus. The arrest occurred just before midnight on November 24 when officers found Khan acting suspiciously in his pickup truck parked in a closed park. Upon searching the vehicle, they uncovered a .357 Glock pistol, multiple loaded 27-round magazines, body armor, binoculars, a laptop, and a notebook containing alarming writings.

The notebook reportedly included phrases like "kill all" and "martyrdom," along with a detailed plan to attack the campus police department. It featured a map of the police headquarters with marked entry and exit points, indicating premeditated assault plans and escape strategies. After his arrest, Khan allegedly stated that becoming a martyr was "one of the greatest things you can do."

Following his initial arrest, the FBI conducted a search of Khan's home in Wilmington, where they found additional weapons, including an AR-style rifle with a red-dot scope and another Glock pistol modified to function as a fully automatic machine gun capable of firing 1,200 rounds per minute. None of the firearms were registered.

Khan, who has lived in the United States since childhood and is now a citizen, has been charged with illegal possession of a machine gun and other weapon-related offenses. He was arraigned and is currently held on a $107,200 cash bail. Authorities are continuing their investigation into his activities and intentions, as the situation could have led to a significant tragedy. Police emphasized the importance of their proactive approach in preventing a potential disaster, highlighting that their decision to investigate further was crucial in this case. Neighbors described Khan as friendly in the past but noted a change in his behavior over recent months, becoming more distant and withdrawn.
