A proposed shakeup of how Winnipeg oversees its largest infrastructure projects is drawing criticism from a city councillor who warns it would weaken transparency and sideline most members of council.
The Executive Policy Committee (EPC) agenda released Tuesday includes a major report responding to the internal audit of the North End Water Pollution Control Centre (NEWPCC) upgrade. The report recommends sweeping governance reforms, including shifting oversight of the project from the Water and Waste Committee to EPC and establishing a new project steering committee made up entirely of senior public servants who would not meet publicly.
