CLEVELAND, Ohio – Cuyahoga County officials plan to borrow $45 million next year to renovate the Virgil E. Brown Neighborhood Family Service Center, which they say will consolidate social services and save money in the long run. But in the interim, it will push the county’s debt load higher – just as the county also prepares to finance a new, billion-dollar jail.
County Council, next week, is expected to approve an initial $4.2 million in spending out of its capital projects budget to start the design and early demolition work for the new HHS hub at 1641 Payne Ave. That would put the building on track to open in 2028, saving the county more than $2 million annually by eliminating leases and reducing the county’s overall footprint.
