Cars driving with snow over their headlights, on the roof, windows and taillights are a hazard. Police should be empowered to administer a $200 fine for those who can’t be bothered to clean snow from their vehicles and fail to understand why this can present a danger to themselves and others.

Sadly, it appears that many are not thinking clearly enough to understand that they are not thinking clearly.
