Chained up for most of her life, Pepper had known nothing but isolation, lack of care, and loneliness. But all of that began to change when a compassionate neighbor intervened.

The Turning Point For Pepper

When Allie, a local resident, first saw Pepper, her heart broke at the sight of the dog’s condition.

“She lived her life on a chain, outside, tied to a house, with no proper food, water or shelter. It made me cry all day… literally,” Allie shared in an Instagram post.
