CHARLESTON — Charleston leaders are officially moving on to the “Preconstruction, Engineering and Design Phase” of the city’s long-simmering sea wall project. It’s a major move forward for the project, and one which will end with the first detailed information on where, precisely, the wall will be positioned and what it could look like.
