Members of Congress on Thursday saw video of a controversial U.S. attack on a suspected drug smuggling boat in the Caribbean Sea. Survivors clinging to the wreckage died in a second attack, which some lawmakers viewed as a war crime and others saw as justified. Defense Secretary Pete Hegseth and the White House offered shifting explanations of the Sept. 2 incident. Hegseth denied giving the order to kill the survivors.
