The Tories have pledged to block people with mental health conditions from accessing the Motability Scheme through the welfare system. People on Personal Independence Payment (PIP) awarded the higher rate of the PIP mobility component can transfer some or all of the payment to lease a new car, wheelchair-accessible vehicle, scooter or powered wheelchair through the Motability Scheme. ‌

Under the proposals, eligibility for the enhanced rate of PIP would be tightened to rule out people with conditions such as ADHD, mild depression and anxiety. To qualify for the enhanced rate of the disability benefit, claimants must currently need extra help with getting around. ‌
